Gov. Gavin Newsom declared the state of emergency in San Bernardino and 12 other counties to support disaster relief efforts in the region, bringing in more snow plows, road crews, and authorizing the California National Guard to mobilize for disaster response. In addition, aerial assets from the National Guard have been placed on standby to assist with rescues if necessary.

Today, President Joe Biden's physician, Dr. Kevin O'Connor, revealed that a lesion removed from the President's chest last month tested positive for Basal Cell Carcinoma, a common type of skin cancer. The lesion was safely removed, and no further treatments are required according to O'Connor. All margins were clear of any residual skin cancer cells which indicates that the removal was successful. Volodymyr Nazarenko, a deputy commander in the National Guard of Ukraine, spoke to Ukrainian NV Radio about the dire situation for the embattled city, stating “They [the Russians] take no account of their losses in trying to take the city by assault. The chief of the Russian mercenary group Wagner, Yevgeny Prigozhin, has issued a call to the leader of Ukraine, President Volodymyr Zelenskiy, to evacuate the eastern city of Bakhmut. Reports indicate that it is almost entirely encircled by Russian forces.

The situation in Bakhmut appears to be extremely precarious, with evidence of Ukraine preparing extensive new defensive positions and large amounts of military traffic on nearby roads. A railway bridge east of the city was destroyed and other footage showed damage to a small road bridge.

Russian authorities have been shelling areas leading west out of Bakhmut in a bid to block Ukrainian forces' access. In a video posted online, Prigozhin claimed his fighters had "practically encircled" the city.

Northern Alabama is on alert this morning with a severe weather event expected to move through the region overnight. The National Weather Service in Huntsville issued a Tornado Watch until 2 AM Thursday morning and issued a Level 2 Risk out of 5 of severe weather including isolated tornadoes, damaging winds, and hail. The tornado watch covers all of North Alabama and several counties in North-Central Alabama.

Strong to severe storms will move into Northwest Alabama that evening with a potential for strong tornadoes, damaging winds and large hail. NOAA's Storm Prediction Center reported scattered severe storms being likely and isolated storms possible for Central Alabama areas.

Additional risks outside of tornadoes, high winds, and hail include localized flooding. A Flood Watch has been issued for North Alabama as the complex of storms move south and east. Residents are warned to be aware of their surroundings as thunderstorms, lightning and heavy rainfall is likely during the late evening hours.

The dire situation in the city of Bakhmut in eastern Ukraine escalated to grim heights on Friday, as reports emerged that the Russian forces' relentless bombardment and effort to seize the city had Russian mercenary group Wagner's leader, Yevgeniy Prigozhin, claiming "the pincers are closing" on the city. Prigozhin further added in a video posted on Telegram that only one road remains under Ukrainian control, and beckoned Ukrainian president, Volodymyr Zelenskiy, to abandon the city.

In the face of aggression from the Russian forces, Ukraine’s soldiers have remained determined and committed to hold the line, with the commander of Kyiv's eastern group of forces, Col. Gen. Nobel Peace Prize recipient Ales Bialiatski has been sentenced to serve 10 years in prison by a court in Belarus. The sixty-year-old face charges of smuggling and financing “actions grossly violating public order”, according to the Viasna human rights group.

Mr. Bialiatski is the founder of Viasna and was one of three winners of the 2022 Nobel Peace Prize. He was arrested in December 2021 following mass protests over disputed presidential elections the previous year. Mr. Bialiatski was accused of smuggling cash into Belarus to fund an opposition activity against the authoritarian rule of Belarussian President Alexander Lukashenko.
