Thomas has claimed that because he and Crow are old friends, he did not think the vacations needed to be disclosed. However, the judicial code of ethics, although regarded by Chief Justice John Roberts as voluntary, maintains that accepting expensive trips from donors is unacceptable. Federal employees are forbidden from accepting any gift, of any value, that could be seen as a conflict of interest, or which could reflect adversely on an employee's reputation. The controversy surrounding Thomas's actions raises serious concerns about judges' impartiality when they go beyond ethics guidelines. It is suggested that the president should take steps to ensure that Thomas's ethical record be reviewed to ensure that he has not abused his judicial position.
